South Tabor Neighborhood Association Meeting
August 20, 2015
In Attendance:
Duane Hanson, Ute Munger, Lindsay Schafer, Christian Harvey
Shem Harding, Tin Le

The meeting was called to order at 7:05 PM.
A vote for fiscal sponsorship of the Harvest Fest through Southeast UpLift was suggested by President Duane Hanson. Christian Harvey moved that STNA request this sponsorship and the motion was seconded by Ute Munger. The motion was approved.

Duane and Brenda Reddaway each had costs for signage and copying costs for the upcoming Neighborhood -Wide Yard Sale – $54.50 and $50.00 respectively. A motion was made by Lindsay Schafer to reimburse these two Board members for these costs. The motion was seconded by Ute. The motion was approved.

A motion to approve last month’s STNA’s minutes was made by Shem Harding and seconded by Christian. The minutes were approved.
Old Business:

Land Use Report:
This committee met Tuesday, August 19.

At this meeting, it was learned that the property at 3111 SE 62nd had been purchased by a realtor. This property is zoned R5.

Attendees also reviewed Code changes, which include residential demolitions and residential alterations/additions. For demolitions, notifications need to be given within 5 days of application to neighboring property owners, neighborhood associations, the Architectural Heritage Ctr. and Restore Oregon. A delay period in residential zones is subject to 35 days in issuing permits. An appeal by any of the above mentioned could add an additional 60 days to the process. Neighboring 7 Dee’s Nursery on SE Powell might be selling their property. The front
100 feet of this property is commercially zoned and the rest of the property is R5 zoned.

Employee-owned WinCo grocery has purchased the former Food4Less site at SE 82nd and Powell and is beginning to remodel, which is also to include landscaping in the parking lot.

Neighborhood-Wide Yard Sale:
19 homes have signed up to participate in the sale the weekend of August 22 – 23.
A map with these addresses has been distributed and the participants are encouraged to create their own signs for additional advertising of the event. There will be free lemonade at Duane’s house.

Jade District:
The first Saturday evening event, August 15, brought out over 10,000 people. The event continues Saturday night, 8/22, from 5-10 PM on the SE Portland Community College campus and the Jade District building across SE Division Street from PCC.

Concerning the Jade District building (former furniture store) at the corner of SE 82nd and Division, there will be a public open house with the developers in October. In November, a formal agreement with Metro and the Developer will be signed, and in winter of 2017, construction is scheduled to begin.

Harvest Fest:
The signs to advertise this event are ready and will be distributed by members of STNA in the neighborhood, no earlier than 2 weeks before the. The Fest will be Saturday, September 13th from noon to 4 PM at Trinity Fellowship at the corner of SE 68th and Clinton. There will the usual plant/seed and harvest exchange as well as raffle tickets, face painting, barbecue corn on the cob and local craft vendors.

Mural Progress at 67th and Woodward:
This topic was tabled until next month.
New Business:

Vacancies:
STNA is looking for volunteer officers to fill the positions of Vice President and Secretary. Neighborhood participation is welcome!

Inventory Request Policy:
An inventory of STNA possessions was made by Ute Munger. There are a number of items that are available for checkout to members of this neighborhood. The inventory and guidelines for borrowing these items may be located at borrowitems@stna.org.
A motion to approve the inventory list and guidelines was made by Christian and seconded by Shem. The motion was approved.

A motion to adjourn the meeting at 8:00 PM was made by Lindsay and seconded by Shem.
